The Cooper Landing Walkable Community Project is adopted by Ordinance 2019-25 as an element of the Kenai Peninsula Borough Comprehensive Plan. It supports multiple KPB goals including:
Developing non-motorized pathways to connect communities with each other and with trails connecting to natural spaces.
Support outdoor recreation and tourism opportunities for a wide range of users, to create a strong, enduring borough economy and support resident health and quality of life.
Improve recreational trails, recreational access, and mobility.
Expand the recreation and tourism appeal of borough communities.
Protect the quality of recreation and tourism destinations and resources.
Supporting the health and wellness of all Kenai Peninsula Borough residents and communities.
Encourage seniors to remain active, healthy members of the community.
Supporting efforts to maintain the character of historic towns, districts and properties while encouraging commercial, tourist, and cultural development.
Our Walkable Community Project addresses the deficiencies in active transportation infrastructure along the Sterling Highway alignment before the Sterling Highway MP 45-60 Project, also known as the Cooper Landing Bypass.
Our Town Road Pathway Project is the same effort. It is meant to address the deficiencies and improve active transportation facilities along the Town Road, the existing alignment, that will remain unaddressed by the Sterling Highway MP 45-60 (Bypass) project.

identified the following pressing needs that may be met in part or whole by the Walkable Community Project:
Move traffic through town in a safe and efficient manner for travelers (motorized and non-motorized)
Protect both the ecologic and economic values of the Kenai River watershed
Promote safe and healthy living for residents and tourists (paths for walking and biking)
Allow growth of the economic base of Cooper Landing (town center and trails, paths for transportation and connections to the world class destinations that surround the community.)
